RC SPL Dt:22.7.16. State/District Level Monitoring Teams for SIMS 2016-17

All the  District   Educational   Officers and Project   Officers of SSA in the State   are informed that  the  process of collecting  of Aadhaar integrated   Child  Info  and UDISE,   SIMS  for the  year 2016-17 will commence in  the State from 23.07.2016    as per the time schedule.
The District   Educational   Officers  and Project  Officers  of SSA  are  further  informed  that during the course of meeting  held on 22.07.2016, it was decided  by  the Commissioner of School Education   and  State   Project  Director,   SSA,   Hyderabad    to  issue   combined  instructions    to  the District   Educational  Officers  and Project  Officers of SSA  to  collect  the SIMS  2016-17   information of  students,   schools  in  the  State   through   online  system   as per  the updated   online  application provided  by the APOnline  during  the year 2016-17    in the  State.
For  smooth   process of  SIMS   information    following   State  and  District   level  teams  are constituted    to monitor  the collection  of SIMS  data in the State.

RC 03 dt:16.7.16. CCE- Effective Implementation in Schools Education System

All the District Educational  Officers, RJDSEs and other Officers of School Education in the State are hereby  informed  that  Government  of Andhra  Pradesh  has  issued  different G.Os as mentioned  in the reference  from 2nd to 5th  in relation to Examination  Reforms.   The main reforms in the examination  system are Implementation  of CCE pattern of Evaluation in 101h  class Public  Examination  from 2016-17,  weightage  marks  to class  VIII and  IX to the 101h   class batch of 2018-19 and Common Summative Examination  from class VI to X for all the schools under all managements  in the State of Andhra Pradesh.
The  detailed  guidelines   to  be  followed  without  any  deviation   are  mentioned  as follows.
1. G. 0.  Ms. No: 82 School Edn. (Prog.11) Dept. dated 29-10-2015:
• CCE  should  be  implemented  from  class  VI to X with  80 external,  20  internal pattern.
•   SSC Public  Examination  from 2017 March onwards  internal  20%, external  80% pattern with 11  papers.
• Language  subjects  Telugu,  Sanskrit,  Kannada,  Odia,  Tamil  and  Urdu have two papers and each paper is for 40marks.
•   Hindi single paper with 80 marks
•   All non-language  subjects  i.e., Mathematics,  Science, Social have two papers for 40marks each.
• The  examination  time  is 2hrs 45min.  15minutes  is allotted  for reading  question paper
•    Three  Summative  Assessments   should be conducted  from class VI to X. In class X SA-III is the Public Examination  from the year 2016-17 onwards.
• Four Formative  Assessments  should be conducted  as per the Academic  Calendar for              50  marks  ( 1 Omarks for  children  participate  and  reflection,   1 Omarks project work,     1 Omarks written work and 20marks  slip tests)
• Instruct  all the teachers to preserve  evidences  of award of marks with regarding to Four Formative  Assessments   for cross  verification  by the moderation  committee from time to time.
• 20% of internal  for each  subject  shall be calculated  by taking  to account  total of Four  Summatives   (50x4  =  200)  and  Two  Summatives   (80x2=160)   and  Total marks achieved  for 360 shall be reduce to 20.
• Four Co-Curricular   areas as mention  in GO, i.e., Value  Education  and  life skills, Art and Cultural  Education,  Work and Computer  Education,  Health  and  Physical Education    should  be assessed  by the teacher  through  observation  and  remember there no written examination
•    In the case of Co-Curricular  Activities,  there is no Formative  Assessment.
• Marks  based grading  should be followed ranging from A 1   to D2 (8point scale) for co-curricular areas, A+, A, B, C, D (5 point scale).
•    CGPA will be calculated  by taking Arithmetic  average of grade points.
•    With  regarding   to  X  class  Public  Examination.   Every  child  should  obtained 35marks  in each subject to pass the Public Examination  and one should obtained 28marks  in the written examination.
• In the case of second  language  i.e., Hindi, the pass mark  is 20 to  pass the Public Examination               and  one  should  obtained   16marks  in  the  written   examination.(as amended  through  G0.41)
2. G. 0.  Ms. No: 12 School  Edu.  (Prog.11) Dept.  dated  25-02-2016:
• 5% of weightage  from class VIII from the year 2016-17 will be added to X class of 2018-19.
•   5% of  weightage  from class IX from the year 2017-18 will be added to X class of 2018-19.
• Adding  of VIII and IX classes 5o/o of marks of all subjects will be added to class X (VIII class 5% +IX  class 5% + X class  10% internals=   20%)
•  In X class during the year 2018-19  internal marks will be 10 marks in all subjects.
3. G. 0.  Ms. No. 20 (Prog.11) dated  28-03-2016:
• Conduct  of common  summative  examinations  from class VI to X (excluding  S-3).
• During  the academic  year 2015-16  S-3 Common  summative  examination  will be conducted                 only in government  schools.
• Common   Summative  Assessment   System  will  be  introduced   and  implemented from       Classes  VI to X for all  Schools  functioning  under  different  Managements. This would involve Common Question Paper for Summative  1, 2 &  3 to be issued from State level for all media.

• SCERT  will  set the common  question  paper  by selecting  and  involving  the  best faculty from  all  managements   across  the  State.  Question  paper  setting  is to  be done  from  Classes  VI to X for all media  (viz., Telugu,  English,  Urdu,  Kannada, Tamil and  Odiya)  for  Summative  Assessment-I,    Summative   Assessment-2   and Summative Assessment-3.

SMC ELECTIONS GUIDELINS AND SCHEDULE 2016

Guidelines for Conduct of SMC Elections  (under  sub  rule  (1) of Rule  19)
a)  The   School  Management  Committee  (SMC) shall   be   constituted  in every school, other  than  an unaided school, within  its jurisdiction.
b)  The  school having  both  primary and  upper   primary  classes   shall  have one  SMCfor the  entire  school;
c)   In  case  of schools having classes   for both  elementary  and    secondary education,                separate    School   Management    Committee .    shall     be constituted  for the  elementary section, which may  be  styled as  'upper primary School Management Committee' of the  corresponding school;
d) The  School Management Committee once  constituted   shall   exist perpetually          until    its   abolition  or  merger,  to  be   authorized   by  the Manda! Education Officer in  case  of Primary Schools and  the  DEO in case  of other   schools. However members will retire   as  per  their  terms. The   resultant   cyclical  and   casual    vacancies   shall   be  filled   within reasonable  time  as prescribed by the  Implementation Authority."
4. Composition  of the  School   Management Committee
(a)  Elected members: (Clause  (a) in Sub-rule (2) of Rule.19)
(1)  Three   parents/guardians     elected   by   parents/guardians     of children                     in   each    class,    of  whom  at   least    one    person    is parent/guardian            of a  child  from  the  disadvantaged  group and another                person   is  a  parent/   guardian   of  a  child   belonging to weaker   sections, and  two are  women. Provided that,   in case,  the  number  of children  in a class  is less than 6,  the   same   shall   be-  combined with   the   next   lower  or higher   class,   such  that   the  number  of electors  in  the  combined class  is 6 or.more.
(2) The  term   of an  elected   member  will  be  for  two  years,    or  the  date of                leaving-from-the-school        of     the      member's      child/ward, whichever   is  earlier.
(3) New    parent/    guardian     members     from     entry      class     will    be inducted       into   the   SMC  to  replace    those    parent     members   who will  move out  of the  SMC  when   their   children   leave   school."
(6). Ex-officio members:  (Clause (b) in Sub-rule (2) of Rule.19)
(1) The  Head  Teacher or the  in charge   Head  Teacher of the  school shall  be the  Member Convenor;
(2) Additional Teacher  Member nominated  by  the  MEO preferably from  the  gender  opposite to that  of the  Head  Teacher;
(3) The  concerned  Corporator  /  Councillor/   Ward  Member, as  the case  may  be;
(4) The  Anganwadi Worker(s) serving   the   neighbourhood   area   of the  school;
(5) The  Multipurpose  Health   Worker   -  Female   (ANM) serving   the neighbourhood  area  of the  school;
(6) The     President    of    Mahila     Samakhya    of    the     concerned village/  ward."

 (c).  Coopted members:  (Clause (c)  in Sub-rule(2) of Rule.19)

 (1)  Two  school   supporters   from   among   persons  who   is  an   eminent educationist,              a    philanthropist,    office  bearer     of   a    voluntary organization,  an   alumni    or  such   other   supporter   of  the   school; coopted by the  elected  members of the  SMC.
(2)  The  term  of coopeted members  shall  be  two years   from  the  date  of first  meeting followingthe date  of cooption."

(d}  Local Authority - Clause   (d) in Sub-rule (2) of Rule  19
"Local-Authority-Chairperson:  The   concerned   Sarpanch   / Municipal  Chairperson   /   Mayor may  attend    any   meeting  of  SMC  in their  respective areas,   at his/   her  discretion."

5.   Election  for  Chairperson    & Vice Chairperson  (Sub-rule (3) of Rule  19) The School  Management  Committee shall  elect  the  Chairperson  and  the

Vice  Chairperson   from  among   its  elected   members.    Provided that   at least   one   of  them   should    be  a  parent/   guardian   of  a  child   from  the disadvantaged   group    or   the   weaker    sections.   Provided  further    that atleast   one  of them  should  be a woman."

6. (Clauses f,g,h,i  & j  in Sub-rule(4) of Rule.19)
  
1.  Both   parents    of  a  child   may  participate  in  the   deliberations  of  the annual   general  body.  However, only one  of the  parents   shall  be eligible to vote for election of parent/   guardian  representative  to the  SMC.
2.   Parents/guardians    having  children in different classes   shall  be eligible to participate  in the  election process   of each  class.
3.  The Head  Teacher shall  conduct the  election.
4.  At   least    50%    of   the    parents/  guardians    should     be   present     for conducting  the  elections.
5.  Elections  shall   ordinarily  be   by  show   of  hands     or  voice   vote.   In extraordinary    situations    of   unresolved   contention,    secret     ballot procedure  may  be adopted."

7. meeting with  all the  members  of SMC (i.e.,  elected   members,  ex-officio members  and   co-opted  members)  shall   be  conducted   on  the   day  of oath taken   by  the  members.  The  tenure   of the  new  SMCs  will  come  into  force from the  day  of the  oath  taken  by the  members.

1. Guidelines for States/UTs/Autonomous Bodies under MHRD
           
      Eligibility

School teachers of primary, upper primary, secondary and higher secondary schools working in any recognized school in the Indian Union under the following categories:  
(i)                 Schools run by State Govt./UTs Administration, schools run by local bodies, private schools affiliated to state boards, aided by State Govt. and UT Administration.
(ii)               Central Govt. Schools i.e. Kendriya Vidyalayas (KVs), Jawahar Navodaya     
Vidyalayas (JNVs), Central Schools for Tibetans (CTSA), Sainik Schools and Schools run by Ministry of Defence (MOD), Schools run by Atomic Energy Education Society (AEES).
(iii)       Schools affiliated to Central Board of Secondary Education (CBSE) (other than those at (i) and (ii) above)
            (iv)       Schools affiliated to Council for Indian Schools Certificate Examination (CISCE) (Other than those at (i), (ii) and (iii) above)

Note: State Governments/ UTs administration may not nominate teachers from any
          of the other categories.
